Wife Visa Got Rejected 2 times- Need Some suggestion Urgenty

Hi,
My wife visa got rejected 2 times, the first time she applied in Dependent category as I as her spouse was going on Tier 4 Adult student Visa, the First application got rejected as my course was less then 1 year.
Then she applied for 2 time, and the application got turned down, as the ECO wants some strong family ties , i dont know how can i show that ties of my wife, as my wife is unemployed, and she is my dependent, she doesnt own any property.
Plz help me.

Did you know you could appeal the ECOs decision?

I dont want to Appeal, instead i want to make fresh application , only worried about the documentation part to show strong family ties.
