When to apply for 10 years long residence

When to apply for 10 years long residence

Hi,

I have been in this country since 27/Aug/2003, my current visa expires on 01/10/2013. (current visa status - workpermit previously student visa) if I am to apply as long residence under the grounds of 10 years legal stay, should I wait till 27/Aug/2013 to send my application or can I apply in first week of August 2013?

Also, what are the documents required?

1. No earlier than 28 days before the 10th anniversary of your entry in to the UK.
2. Read SET(O) form.
