Tier 2 - How to Become Sponsor

Hi, my friend has got an offer with a company which is not found on the register of sponsors found on- http://www.ukba.homeoffice.gov.uk/sitec ... ofsponsors

But, the company has said that they are ready to sponsor. How will they be able to do this? How long does it take for a company to become a sponsor, and how much might it cost them?
