Funds required to qualify must be freely transferable to UK

Can someone help me to clarify with these issues
*how to show/what documents required to qualify all of the investment funds must be freely transferable to the United Kingdom if the overseas bank not regulated by FSA?
* How a document from the bank or financial institution can prove that Money is freely transferable to UK is it is restricted by the overseas country?

Also, I have completed MSc in UK and got my result. Do I quaify for C1 or does it fulfill the english requirment?

The bank outside UK are not regulated by FSA. But there must be some sort of controlling body i-e State Banks or equivalent in all countries. UKBA has given a website link where they can verify the FSA equivalent in all countries.

Transferable means, the funds must be readily cashable at any time without notice. And almost all banks have funds transfer facilities all over the world. Therefore, you need a letter from bank to confirm that funds are transferable to UK.

If you have got MSc from UK university then you don't need any further english language test.
