Wife and children received British passport; moving to UK

Hi,

My wife received her British nationality through her father. She received her British passport last month.

We are living in Bahrain and would like to settle in the UK. I'm Pakistani national working in Bahrain.

How do we proceed?

To get a spousal visa, she must be resident / settled in the UK?

What about the EEA family permit?
