Reg NOC to issue passport to my child in india

Hi all ,

I am sorry if this question is not related to this category , but please some one help me .

i am holding indian passport, ive recently applied for my PSW Visa, my wife and 20 months child are in india .

I need a NOC / Affidavite attested by indian high commission in london , to send it to my family back home to apply for my baby's passport.

i tried calling , leaving emails to indian high commission and i havent received any response , can anyone please take me through the process of getting NOC / AFFIDAVITE Attested by indian high commission in london inorder to apply passport for my 20 months old baby in india.
