The only change to the tier 4 dependent rules in April are to increase the maintenance requirement. Ask your university for a link to changes they are referring to. It is certainly not the case that the tier 4
Dependent category is closing and i can't imagine they would have said this. What exactly did they say as to why he would not be able to apply.

A dependent can only rely on funds in his name or that of the main applicant. So his uncles statements would not be accepted.

There are no such changes due to come into force in April 2012. You can see the changes that will come into force in April by reading the statement of intent

The rules were already changed in July 2011 to restrict students from sponsoring dependents - in that only those studying a post graduate course of at least 12 months at an HEI or govenment sponsored students could sponsor dependents after July 2011 unless the dependent was already here with tier 4/student dependent leave.

There is no proposal to prevent postgraduate tier 4 students studying at a university from sponsoring dependents, or indeed any proposal that the rules on tier 4 dependents will change other than the maintenance requirement in april 2012. You need to ask your university what new rule they are referring to and ask them to refer you to the relevent information on the UKBA/Home Office website.

What course are you studying and what is the duration of the course? has your husband previously been granted leave as your dependent if so when?
