No.
No self employment on Tier 2
Work is allowed only for your sponsor and some supplementary work, rules of which are pretty tight.

@ Sheffield_Marketeer: what you said is not for the main applicant? the dependant can have a full time/parttime job by her/his choice, regardless of the CoS of the main applicant. Am I right?

Too late in my response here, but yes, I was mistaken. I somehow read the question as being asked for the main applicant.

No restrictions on dependants, yes.
