Advice on HTS Right

hi all
my friend is going to extent his visa and we want to know the HTS Colleges

q1. he will be doing level 7 course leading to MBA that is the course will be a PGD in business management and he want to know if he will be given right to work if he is going to a college but not university
we are confuse in the sense that although a college is in the HTS list HO might not give right to work is that true

it is not sufficient that a sponsor has HTS in order to for the student to be given the right to work, the sponsor must be either an HEI or a publicly funded FE college.
