Tier 1 Dependant for 11 months old kid - outside UK

Hi,

I'm dropping visa application for my 11 months old son in Hyderabad, India. Actually we both (applicant's parents) are here in UK, I'm sending my father-in-law to drop the aplication to vfs office. Is it mandatory to take my son to visa office? or my FIL can go alone and drop the application?

please advice.
