Rejected UKM application - seeking advice

Hello,

I had my UKM application rejected on the grounds that my mother was only British 'by descent'. This was stated because she was born in Turkey (feb 1952) to a british national father. The complication comes because my Grandfather was actually posted there with the British Milliary at the time (and my mothers birth was registered with the Consulate).

My question is: Is this considered Crown Service? And what would i need to add to my application to state this?

I am currently living in the UK on an Ancestry Visa.
