regarding travel information given to irish authorites

I would like to know what's all this travelling information being given to the Irish authorities is all about. Is it the same when travelling to Belfast or the UK or will the travel information be given to the Irish authorities when travelling to other parts of Europe (other than the UK) and outside of Europe? I don't really understand it. Much appreciated if someone could explain :D taa!
