tier 2 Graduate visas

Hi all,
I'm sure most of you are aware of this new rule under tier 2 after 6th april.
How will this work? I will graduate this year in June as I.had a resubmission, so according to the rules I shoups be eligible rite? Also if I apply for companies in UK from my home country I.e India, will the companies consider my application?? Or only those graduates in UK under student visa will be considered
