2nd application without withdrawing 1st application

my friend has submitted for tier 4 extension. in the mean while he got the MBA Pass letter from university. now he want to apply for PSW.
tier 4 application is still with ukba. he has even not received biometric letter yet.

should he withdraw tier4 application and then apply for psw or he can submit psw new application without withdrawing tier4.

But I think PSW cannot be applied just on University pass letter or any temporary documents like that.

we can apply on pass letter from university.
