Dependent cohabitation period and documentation

Can someone please advise if the 24 month cohabitation period has to be met? Ie would 20 months be sufficient?
Also what can we do if we have no evidence of being in a marriage like relationship? Can we sign a statutory declaration that it is true?
Note we are applying from Australia.

No, it has to be 24 months; less is not acceptable. Generally, it has to be documentary evidence from reliable (official) sources. A paper-trail of bills and letters to a common address where you live in a marriage-like relationship (rather than as buddies).
