processing times from country other than citizenship country

My wife applied for Tier 2 dependant visa (first time) from Saudi Arabia (where she is resident now) on Mar 17. She is a Pakistani citizen. I was expecting this to be quick as processing times for Saudi Arabia are quite short (2 to 5 days). But it has been since the application is still under process. Does this imply that its better to apply from country of nationality than country of current residence? as still some documents need to be verified from country of nationality.
