Confused about "Visa application fees change on 6Apr201

All payments made from 00:01 (UK time) on Friday 6 April, should be paid according to the fee information on the Fees for our services page.

Now question is:

Are we sure that only the payment in place before 6Apr2012 would be deducted if you posted your application before 6Apr2012 e.g. in March 2012?

seems like new fees will be deducted even if application was sent prior to the time new fees were applicable.
