questions concerning FLR(M)

I am planning to apply for a settlement visa under 10 years lawful long residence. My current visa runs out in 1st Sep 2013 and my 10 years will be completed by 27 Aug 2013. I guess I can send my application 28 days before, which is any day after 27 Jul 2013.

My question is my wife is on a dependant visa till 1 Jul 2013, can she apply for FLR(M)?

Can she apply for FLR(M), before I send my application to homeoffice?

Please assist me on this matter..
