Does this mean that my application has a 66% chance of getting processed in 2 days for example?

No, it's a snapshot of the past rather than a guarantee for the future. It means that 2 out of the 3 applications submitted in February were processed within 2 days. Those applications were straightforward applications that met the requirements and did not need any further inquiries, and perhaps were processed during a period when the visa post was not busy with seasonal spikes (such as the run up to the start of the academic year). If your application is similar to those applications it probably can expect similar treatment but there are no guarantees of that.
