help regarding PSW visa

My sister has applied for a visit visa through U.K border agency after finishing her M.B.A from Cardiff U.K,as she wanted to attend her graduation ceremony there,unfortunately,in the tick option for have your visa ever got rejected option,we ticked no,as I did not know that her Visa was rejected once on the basis of the check book copy(of the bank statement) not being stamped by the bank,later they realize their mistake and granted her the visa to stay,I was not aware about this,so her visit visa to U.K got rejected,it was a very innocent mistake for which I don't want my sister to pay,now we are not sure as to whether she should or should not apply for PSW VISA,also please tell me if there is any other way to fix an interview with the British high commission directly instead of going through U.K border agency,as it would be better for my sister to talk face to face with someone in order to understand her situation.
Kindly guide me or help we fix an interview with the British embassy.

It depends on the wording of the refusal notice. Was deception mentioned and were relevant paragraphs of the rules cited to support this?

Interviews for visa applications are rare and unusual and certainly can't be requested. The UKBA exercise the right to emit or refuse a visa solely on the evidence provided.
