MN1 one parent based outside UK-help!

Thanks to this forum i now have ILR. I have two kids all born in uk 2006 and 2009. I have marriage certificate, father of children works and lives in China and visits during holidays with plans to reunite family here or in China whenever circumstannces allow. For now me and kids will remain in UK. I now want to register kids as BC, i did not include them in ILR, i want to use MN1 under section 1.3, questions?

1. Does father need to consent? Form requires both parents to sign hubby doesnt have problems with application but if he has to sign shld i wait till he is around to apply?
2. Does father have to be settled in uk too? Curently he is not
3. Who are the referees reading here it sounded like GPs and teachers normally refuse, who else can i ask.

1. Although the form asks for parents' consent, for UK born children applying under section 1(3), this is not mandatory and the application would be accepted. However, why won't he just print the relevant page of the form, sign it and send it by post to the UK? He doesn't need to be in the UK to sign.

2. One parent settled in the UK is enough if applying under 1(3).

3. I don't think GP normally refuse. People normally ask for advice from the forum when they face problems so this might give the wrong impression. try first GP/health visitor/teacher. If this doesn't work, use any other referee.
