yes you can.
Although you must notify your bank that you are going to make a payment and it must go through because big payments don't go through most of the times and are gauged as fraudlent activity on the account.

How can you pay?
You must pay by one of the methods specified
below.
• Cheque
• Postal Order
• Credit card1 - Visa (including Electron),
MasterCard or American Express (Amex)
• Debit card - Delta, Maestro* (including Solo)
• Banker’s draft (payable to the Home Office)
* Maestro - we will accept any Maestro card if you
are applying in person at a Public Enquiry Office
but only Maestro cards issued in the UK if you are
applying by post or courier.

This is what printed on SET(O)form

• Debit card - Delta, Maestro* (including Solo)

Not sure whether VISA DEBIT cards are accepted?

You certainly can, on application form '' How are you paying '' tick Debit or Credit card, '' Which card are you using? '' tick Visa/Electron.
Good things come to those who wait.

I have similar question in mind but I am very much confident that Visa Debit cards are valid. In Tier1 Visa application form there are similar options but I remember I have provided Visa Debit.
cheers

Anyone had luck paying with Visa Debit card at Glasgow PEO?

In 2009, I paid using Maestro Debit card at Glasgow PEO. HSBC had Maestro debit card then but now they moved to Visa.
