That is not Correct, Ireland does issue a form of ID card called passport card to its citizens, which can be used in lieu of a passport.
Except that the Irish passport card requires that a valid Irish passport in book form is held by the applicant. Re OP: Once you have been successfully registered on the foreign birth register, then you will be an Irish Citizen and will have a right to apply for Irish passport or ID card.
