Where are records of Federal passports kept?

Before she left England by boat as a child my mother's surname was POLLINGTON, but she was born a FARRINGTON. Nowhere can I find how/where this name was changed. I have her FARRINGTON birth certificate (1914) and I also have a federation of Rhodesia and Nyasaland British passport she held jointly with my father who is the primary name.The offocial application forn this passport might shed light as to how my mother's name was changed because at the moment I can;'t prove she is my mother!

Federation British passport No 42941, Mr Alan Byrom accompanied by his wife Edythe Pollington. issued at federal Passports Citizenship and Voters office, 11 April 1961 in Salisbury.

She was born in Liverpool on 6 May 1913.
