I have ILR, trying to get a BRP via NTL - time? IHS?

I have ILR.

I'm trying to get a BRP.

What should I do? Follow the NTL form?

How long does this take to get?

Do I have to pay the IHS? I would imagine not, but one part of the docs suggested that some people have to pay for something, and it wasn't clear

NO, you are not applying for a VISA.

For CITIZENSHIP based on existing ILR for 5 years...
do I have to get a BRP first, separately? Or will that be bypassed?

I've had ILR for decades, before BRP was introduced.

Apparently ILR -> NTL+BRP takes several months (and no one knows why)?

You don't need a BRP for citizenship, the ILR vignette in your passport will be fine.

The NTL form is just to transfer ILR in other formats to a BRP. It's not a new visa.

And for Citizenship, do I need to prove I was resident since I got my ILR (which is 20+ years ago haha) or just for the past 5 (or 3 if married to BC) years?

Probably. Do you have all of your passports since your ILR was granted? As you'll probably need to show your entry/exit records from the UK, to prove you have not lost ILR through extended absence.

Unfortunately I am missing 10 years of passport, this is quite bad.
But I was in school+unit for this time so I could get them to give a record of my attendance?

The NTL form says I need a police report for my missing passport - how should I go about getting this?

The report form on gov.uk is only for British passports...

Go to your local police station and report your passport lost.

There is no requirement to apply for NTL for the purpose of applying for naturalisation (see also Annex B: Residence requirements > 2 Checking the residence requirements).

However, in the same manner as if you were applying for NTL, you may show that you were granted ILR and that it wasn't revoked, nor lapsed, e.g. by your absence from the UK by more than two years, etc.
