If that's the heading on the document that you sent them, then it's no surprise that it was not viewed as a 'birth certificate'. Is there any prospect of giving an explanation of the process by which birth certificates (as such, with a proper heading, eg 'certificate of live birth') are not provided by anyone in your country for the region where you were born ? In essence, such a letter, had you obtained and submitted such a one, might well have been sufficient justification for exceptional consideration of the passport that you included with your application. You might be able to argue this in a review, although it seems likely to fail. It can't hurt to try, though.girishkakade7 wrote: AGE/NATIONALITY/DOMICILE CERTIFICATE.
