If one reads through the directive, you will see that in general, an EU national applies for a registration certificate (for a worker passport and employers letter required). A non Eu family member applies for a residence card,(passport, marriage certificate and residence certificate of EU family member required).
Ireland hasn't transposed the residence certificate. In such cases, the directive calls for any other proof of residence in the member state. While it is reasonable that the state checks that the requirements are met; if it chooses not to follow the format laid out in the directive; there needs to be some flexibility in what an applicant presents.
