How hard is it for USA citizen tier 1 -find Tier 2 Sponsor?

The job market in London is very difficult. So I am trying to be realistic

If a Company already has Tier 2 registration with UKBA / has a license , why would they NOT want to sponsor ?

What are the hurdles for them to overcome?

(1) they need to advertise role for 28 days

(2)
They need to fill out a Resident Labour Market Test that shows that they will NOT be displacing a settled resident as per qualifications ....
after 28 days of advertisement

is THIS where their objections would come from?
passing this test?
is it a very high hurdle/arduous?

(3) basically , if a company is already licensed to sponsor tier 2 general (not intra company, but rather, general) what would their objections be to actually doing it?

how much of a nightmare is it for them?

One of the reason (amongst many) could be the same as to why a Tier 2 sponsor may not be willing to employ an existing Tier 1 (General) migrant ..... "suitability" of the candidate in terms of both competency / skills and the employer's perception about whether the candidate will gel well within the working environment of the organisation.

Neither is RLMT an issue for Tier 2 sponsor nor is it difficult to prove that RMLT failed to net a suitable EEA citizen candidate. In today's economic situation, IMHO, employers are not just looking for a candidate who is best in competency / skills but also best in terms of how well do they think the candidate will gel within the organisation (as per their benchmark, for both attributes). Just as an employees look for stable employer and stable career, in today's environment the employers are also more hard-pressed to employ a "stable" candidate.
