FLR FP & Windrush

Hi all. Bit of advice really. My FLR FP visa is in with the Home Office and has been with 6/months.
However, today I received a letter from the Home Office with an application to apply for the Windrush application.
There was no covering letter. Just information and an application. I have read through the eligibility and from what I understand, I do not meet the requirements for this. So I’m confused.

Is the letter exclusive to me? Or a generic letter sent to others?

Has anyone else received one?
