Is it possible to obligate ECO

Hey is it in anyway possible to put a clause or a parliament act or immigration rule that would obligate the ECO to contact applicant for any missing piece of information before refusing the visa?

Sometimes these ECO refuse because of missing information or information is not to their standard, like submitting 6 months statement, where the statement is 176 days instead of the full 180 days...so it would be better to contact applicant first, only if the applicant cannot provide this information should they process the refusal.

You have already been advised in your other thread that it is the applicants responsibility to ensure they meet the requirements and provide the appropriate evidence and this is what the ECO will based their decisions on.
