You would need to state your "friends" full visa and immigration history for anyone to answer.

Is he married to an EU citizens or just an unmarried partner? How long has been the partner of the EU citizens?

You haven't given sufficient details for anyone to be able to give advice. It might be easier if your friend registered and posted for themselves.

Please don't send me PMs asking for immigration advice on posts that are on the open forum. If I haven't responded there, it's because I don't have the answer. I'm a moderator, not a legal professional.

No, this is not correct. Time spent as an EEA family member can count towards 10 years long residence provided the EU citizens is a qualified person and can provide the family member with the required evidence of exercising treaty rights.
