What nationality would I put on a newborn's birth certificate if they were born in the UK but the parents are both foreign nationals from two different countries with no ILR in the UK?
Is it the mothers or father nationality that will go on the birth certificate?

Married parents
Either parent can register the birth on their own. They can include both parents’ details if they were married when the baby was born or conceived.

You both can put your own place of birth and country.
Myself and my wife are both born in Pakistan. We have the same on our both child’s UK Birth Certificate.
Having an ILR or not does not make any difference.
