UK Tier 2 general visa from UK?

Hello,

I need to apply for a Tier 2 general visa for the UK and I'm an American citizen.

My question is: can I make a Tier 2 General visa application (with a certificate of sponsorship already in place) while on a touristic visa in a Schengen or non-Schengen country? Or must this be done from the US?

You must apply for a Tier 2 visa in a country where you have legal residence and are not in the country as a visitor/tourist.

He needs to apply in the US if he does not have residency (not as a visitor) in Ireland with you.
