Have you tried contacting the Citizens information Centre, or the Citizen advise Bureau. They might provide you with advise on how to handle the matter.

If your claim is 2000 Euros or under, you can simply take the matter to a small claims court and pay 15 euros. That way you will not need a solicitor.

Also try contacting the Ombudsman, who will contact the Department of Transport to discuss the issue.
