ilr Set(M) Applicant name on Council tax

Hi ,
Could some one confirm/clarify the below please

Where Applicant is applying for ilr as Spouse SET(M) , does council tax need to have Applicant name on it as mandatory or is it ok to have just the Spouse name where Spouse is paying for the Council tax and Accomodation costs

Right to work

Hi

I was on ILR dependent (Spouse ) Visa and i have applied for ILR set(M) before my ILR dependent visa end date, now my ILR dependent visa end date is in past and my ILR applications is still with homeoffice ( I havent heard anything from home office after i submitted via app) .

My query is , what is my current right to work status in the context of a new Client (where i was NOT working for the new client on my ILR application date) but i am still with the same limited company as i was on ILR application date

Also what would be my right to work status if move to a new limited company now
