you are not subjected to an annual income like 18500 pounds. this only for uk citizens applying for spouse visa. you need to get married and then apply for an EEA family permit from Columbia (if your fiance is there). you need to submit your last 6 months payslips (ideally) your tenancy agreement ...

hi when did you get married? official uk registration date of marriage?
you don't need to wait for 5 years. you can apply if you both are living together and your spouse is exercising treaty rights or has a permanent residence

did your ex wife have a permanent residence in uk at the time of divorce?
when did you get your divorce procedure completed?
what do you mean by echs card?
you might qualify under retain right of residence to apply for PRC.
