I am wating for more than 7 months and I hold ILR refugee.I never had any penalty’s or fine.My DBS enhanced was issued in 2 hours as I work in a school.So I don’t think the delay is because of that only. Omg people. Received a letter from HO - saying "we cannot process your application within 6 months and extend it till the end of November 2018" Since February they could not do it!!! OMG, do not know what to do now.

It seems HO has some changes. You can now apply online for SET (P). Time does not stay. Hope it will improve the process in general. :D
