If my wife applies on the 11/11/15 she will only need to provide absences for the past three years which would mean the absences in year 2012 (198 days) will not be counted but they would still be able to see it in the passport. When does your wife intends to travel? You should be able to get Pakistani Passport on URGENT basis within a week or so.

Try contacting your nearest Pakistan High Commission and see what option they can offer you.
