I think is quicker that you move down here and apply for EU 1, if your husband is a visa required citizen, all you need is to bring your marriage/civil partner certificate, then he should be no no problem boarding the plane together with you. WCATT is not something that many people have applied before, so the best option is to email them to confirm this. I would strongly advise against getting a WCATT if you are on 4EUFAM and that you have already been approved for EU3 (permanent residency). Some notable differences between EU3 and WCAT...

You need to inform the INIS as this is required. I don't think this would negatively impact your citizenship as long as your claimed 5 years were legit and you keep your visa running until you get approval. I wish I knew about it before - the process leading up to taking it to court takes time (get an FOI, Find a lawyer, lawyer sends threatening letters to INIS, Set court date, wait for a decision etc).
