Do they check every single payslip x yearly to get the 18,600

Hi please I need your help ?
I applied UK spouse visa for my husband in turkey, after three months wait we got refused and the reason was my income
I submitted 6 months worth payslip but November & December was earning 1,300
January 1,500
February 1,716
March 1,716
April 1,958
And which the total will be over 9,300
But on refusal letter they stated that :
They calculated annual earnings using the lowest basic monthly salary paid within required period
•payslips dated November and &December = 1,300 x 12 = 15,600
Payslips submitted 10/18 to 3/19 show that your sponsor only earns 15,600 per annually and also My income don’t meet the threshold of 18,600

Do they make a mistake or it was my solicitor’s fault for submitting November and December
Why did they not check my recent payslips I also added a employment letter .
Is it worth appealing it or reapply?
Will appeal take upto a year?

They check every payslip and calculate the financial requirements on the lowest payslips.

Do you think they will still take me to court even if I submit the most recent 4
Months payslip with the appeal, which I was earning £1,716 a month ?

Why they need to take you court rather will refuse the application and appeal because of having zero tolerance policy. If most of your wages figures are identical then you are a salaried person where your lowest wages figure will be taken during the last 6 months. If now you are able to show to have earned at least £1550 each month during the last 6 months then simply reapply again.
