Applying for ILR after 6 years of DL

Hi All,
Hope you all well 
Just as quick advice required regarding immigration:
• I am an Afghan Asylum seeker
• Came into the UK in July 2006
• Given Discretionary Leave to Remain from September 2006 – June 2009
• In May 2009 ( before June 2009) applied for extension
• Given another Discretionary Leave to Remain in January 2012 – January 2015
• Between June 2009 – December 2011 my case was in pending but still I was entitled of all benefits, as I went to Uni during that time and I was getting Student Finance.
Questions:
As I have lived legally in the UK for 7 years by now (September 2006-March2014) am I eligible to apply for Indefinite Leave to Remain now? Or shall I wait and Apply ILR in January 2015 before my DLR expires?

You should be ok to apply now, B1 English and LIUK required.

Regarding B1 English, I went to University but still couldn't completed my Degree so do I still have to do B1 English?

Yes, you need to have a English B1 test certificate because you do not have your degree as yet.
