Urgent help needed Dependent visa

This is for one of my friend who is currently on student visa. He received his student visa in Jun2012 then in December 2012 he applied to switch over to Entrepreneur visa. His application for Entrepreneur visa got rejected due to xyz reasons in May 2013. Now he is married and wants to apply for dependent visa on his partner. He has not been in touch with the college since he applied to switch from student to Entrepreneur visa. Can he apply for dependent visa as the college stated he can as a Non-establish student? What does Non- establish student means ?
