can my brother settle in Europe?

Hi all,
in next few months i will get my British citizenship. my question is if i move to any European country (like a surinder singh route), can my brother settle on that country. is there any law in any European country? my brother live in india

How old is your brother and is he dependent on you?

hello thanks for reply he is 27 year old he is married and he is not dependent on me
