You won't be able to apply for a spouse visa without returning to your home country. You could marry outside of the UK and apply for a spouse visa to re-enter and settle, or you could return to your home country, apply for a fiance visa to marry in the UK within 6 months. After the wedding you would apply for your first 2.5 year extension FLR(M), which can be applied for at a Premium Service Centre (previously named PEO). This is assuming you meet all the conditions, including your fiance earning the minimum £18,600 per annum.
You may have difficulty in succeeding with a visitor visa application as you'll need to submit evidence of strong reasons to return to your home country without overstaying. As you intend to settle here, the Entry Officer may take the view that you will overstay and are not a genuine visitor. You are not able to enter on a visitor visa with the intention to marry.
For clarity, you won't be able to marry in your home country and then apply for a spouse visa from within the UK, either at a PSC (PEO) or by post. The application must be made before you return, unless you take the fiance route and marry here.
