ILR sponsorship and pension credit

Hi, it would be grateful appreciated if you may clarify issue as my elderly parents arrived in UK who got ILR on sponsorship deflation and receiving lawfully (authority has clarified) disability benefit attendance allowance and carer allowance and refused to get pension credit as they have to wait 5 years since sponsored ILR granted. My research found (available in UKVI guidance) that even with sponsorship declaration ILR - s/he can be qualified for non contribution based benefit that includes PC ( not state pension), AA, DLA, CA etc and has to wait full 5 years to be qualified for contribution based benefit I,e. jSA, UC, HB, Etc. - can you please help me to make sure if sponsored ILR holder does qualify for pension credit PC (not state pension) since beginning as said UKVI guideline.
