Application Form Urgent Query FLR(M)

Hi

On FLR(M) application form, question 9.12 under Biometric Residence Permit details states,

"Have you had fingerprints taken as part of a previous UK immigration application made in the UK or abroad?"

Does this mean fingerprint taken when I applied for another application? For example, I had fingerprints taken when I applied for the Tier 2 visa at the Post Office.

Or does this mean fingerprint taken at the border when entering the UK?
