Get a Netherlands visa from UK for an Indian national

I am an Indian national and currently living in United Kingdom on a visitor visa. I am planning to visit Netherlands for about a week. So, I want to know the procedure I need to follow and the place where I need to apply for the visa.
I might also consider visiting another EU country for a couple of days. Let me know the procedure regarding this.

I think you will find it difficult to apply for a Schengen visa as you do not have a UK residence permit (Tier 1, 2, 4, Spouse visa, etc) and are only in the UK on a visitor visa (you should not be 'living' in the UK on a visitor visa). The Schengen visa should have been applied for from India before traveling to the UK.
