If a child is born in UK but resides abroad, is it possible to apply for citizenship?

What is the current immigration status of the parents?
Char (CR001 not Casa)

Only if he/she is eligible to be a BC. Not every child born in UK (even if / but living abroad) is eligible to be a BC.
