Council house and no recorse to public funds

Hi.
I'm british, my wife is on flr m visa (first one), we have a little one as well (british).
Basically I've added my son on a waiting list and then added my wife as well. However after reading public funds guide, I understood shouldn't be on a waiting list.
When I've have spoke with council housing member of staff I got a response from them
Please complete the online Add Partner form to add your wife to your application. I understand that you are concerned your wife may not be eligible for social housing. If you are made an offer of accommodation we will check whether or not you are both eligible at that point as it is possible for applicants immigration status to change between applying and being made an offer of accommodation. If one of you is not eligible and the other is then that will mean the tenancy will be in the name of the person who is eligible and the other person will live at the property as an occupant however if you are both eligible then the tenancy will be in both of your names.
I understand what they are saying, because adding my wife wont push me up in a waiting list, as we still would be eligible for 2 bedroom property ( myself and my little one) only.
However, after googling some councils specify that being on a waiting list is considered as "access to public funds".

I would be really grateful if someone can clarify.

Being on a waiting list is just that, a WAITING list. You are not getting 'public funds' or anything by being on a list. You might wait a long time though for a property.

Suggest referring those councils to the Gov UK guidance on Public Funds (which does not seem to mention lists at all).
