Tier2 ICT to Tier2 General (Dependent) to Tier2 General

As I understand that switching from Tier 2 ICT to Tier 2 General involves a Cool Off period of 1 year (for visas stamped after Apr 2011).
What happens in the below scenario?
Someone on Tier 2 ICT moves to Tier 2 General (Dependent) and then a company wishes to sponsor him/her?
Does the 1 year Cool off period still apply?

Yes it does. How long has the person been a Tier 2 Dep?

Say 6 months...
Actually, I am currently on Tier 2 ICT Long Term and am planning to switch to Tier 2 General Dependent. Then I shall (in future) look for some sponsor for Tier 2 General for myself. And want to clarify the requirement for a cool off period.

Yes, cool-off of 12 months will apply from the day you switched to T2 dependent.

in this scenario 12 months spent on tier 2 general dependent is considered as cooling off & after 12 months on t2g dependent he can get t2g?
